Portugal Prepares Strict Renewable-Energy and Water Rules for Data Centres
On 3 November 2026, Portugal announced plans for new rules requiring data centres to use renewable electricity and cooling systems that avoid competing with household freshwater supplies. More than 2.6 GW of data-centre capacity is under development in the country, including the 1.2 GW Start Campus project in Sines. The proposed requirements create demand for environmental assessments, water-management systems and sustainability reporting. HPC can support operators with energy modelling, environmental analytics and resource-efficiency platforms.
